"it is chaos."about 30 passengers were evacuated from the train after a top hatch cover was caught by 90kmh winds and snagged overhead wires, sending pieces of torn metal on to the road. "bits of the train started to hit the car, which made me sort of wonder what it was. i thought something was falling off the bridge," a witness told macquarie radio.two lanes on the bridge were initially closed to allow emergency services to reach the train but by 4pm one had reopened.services between gordon and wynyard were cancelled but this was limited to a closure between wynyard and north sydney soon afterwards.security staff closed the bridge's western walkway and thousands of workers streamed in both directions on the eastern side.engineers, working on top of the six-carriage train in high winds, battled for five hours to secure the damaged aluminium hatch and fix sagging wires. the train was able to move off the bridge by about 8.20pm.in march the network went into shutdown, commuters were stranded in tunnels and five trains were stalled when a single train crossing the bridge became entangled in the overhead lines.it prompted the premier, morris iemma, to promise that his next term of government would be free of train breakdowns.but yesterday, after 30,000 rail passengers were left without a train to get home, the chief executive of railcorp, vince graham, defended the organisation's maintenance routine and said the two incidents were not linked."the particular design of this hatch has a double-locking mechanism on it," he said. "it was redesigned about eight years ago because of these concerns. not only is there a screw-in lock on the hatch but there is a split-pin arrangement to prevent that particular lock from coming out."mr graham apologised to passengers: "in the circumstances of high wind, heavy rain, flooding on the network, we will always experience some circumstances that disrupt the operation."despite the chaos, sightseers hoping to see the visiting aircraft carrier uss kitty hawk at woolloomooloo were still being urged to use public transport.special clearways were in force around the inner city because of the ship's visit, and at least 85 cars were towed away.by 5pm, more than 400 people stranded by the accident on the bridge were queued around an entire city block around the corner from wynyard. long queues were still inching forward at 7pm.railcorp employees used megaphones to try to shepherd angry commuters to the replacement buses, but some staff appeared just as confused. one young woman wept as she spoke to a transit officer, asking him how she could get out of the city. he replied: "i don't know. everything's gone down."a transit officer, asked by the herald how he was coping with the huge crowds, was equanimical.
